Running yum update and when it gets to downloading packages I get the error message.

You could try running: rpm -Va --nofiles --nodigest

I've tried to install ptyhon36u-setuptools and get the same error above. Tried yum update --exclude=python36u* and get the same error. Any help would be appreciated.
Just curious, why are you installing Python 3.6 packages from IUS? Most of them are present in EPEL-7 anyway. And the packages in question are even at newer versions in the official CentOS 7 repos:

Removed the python package from pip, that fixed that error but now i'm getting the message below

Once again, the version of shadow-utils currently in the official CentOS repo is newer than the version you have installed from COPR. You don't need the version from COPR anymore:
