Libre Virtualization package to try-out installation of Dragora 3

Hello
I would like to boot strap D3 and install it in a 'virtual'environment like VMware, KVM. But these are not 'libre'.

Is there a fully free virtualization software available?

Isn't KVM 'libre'? (https://trisquel.info/en/wiki/virtualization-using-kvm )
Is there some strict legal (commercial use?) reason for not my favorite 'toy': VirtualBox?

On the iirc, it was pointed out that QEMU 2.7 is available and libre software
