If you take a look at the prep guide; it should answer most of your questions...
http://www.redhat.com/certification/rhce/prep_guide/
1) As long as you don't cheat, you can solve a problem however you want...it's results that matter in the RHCE...it's not
how you do it...is if it works in the end...
2) In the prep guide it clearly states "attach system to a network directory service, such as NIS or LDAP" So you don't have to configure a system to be a NIS/LDAP server...just connect it as a client. Also...you just need to have SELinux work with the service. Doing a
sealert -b will help you determine how to fix errors.
3) Again...the prepguide states...
Quote:

* add new partitions, filesystems, and swap to existing systems
* use standard command-line tools to analyze problems and configure system
RHCE skills
Troubleshooting and System Maintenance
RHCEs must demonstrate the RHCT skills listed above, and should be able to:
* use the rescue environment provided by first installation CD
* diagnose and correct boot failures arising from bootloader, module, and filesystem errors
* diagnose and correct problems with network services (see Installation and Configuration below for a list of these services)
* add, remove, and resize logical volumes
* diagnose and correct networking services problems where SELinux contexts are interfering with proper operation.

4) I believe that you will only have Red Hat tools...I would assume that you only have the CD...
5) I don't think that they give you a multi-question test...(someone correct me if I'm wrong)
