Dear Rodney,
1) While you can't take reference material with you, it is a practical exam. Much of it includes an installation of Red Hat Enterprise Linux. There is reference material such as man pages within.
2) How you configure Linux is up to you. I would encourage you to use console tools to configure Linux, because it's faster, and time is quite limited on the exam.
3) Everything on the exam is - now - practical. There are no longer any multiple choice questions.
4) When I took the exam, there was a catered lunch break between the sections. I was able to go to the rest room at any time during the exam - but the clock continues.
5) The results take several days to process. The graders have to evaluate what you did to configure per the test requirements.
