They issued a patch that did nothing but raise the version level: that's the entire patch. What purpose did it serve?

It looks as if there were a number of changes, which would necessitate a version bump. https://lkml.org/lkml/2019/10/6/85

The only change from 5.3.2 to 5.3.3 was the version number. The page to which you refer us is about the changes from 5.3.3 to 5.3.4.
