Network Manager Wifi connection always gets recognized as new device in public network

Hello, I am living in an apartment complex where there is a public wifi. The internet is only accessible via logins which are somehow tied to the specific computer accessing the wifi.
Now my problem is that the logins are limited to 2 devices and the computer apparently gets recognized as new device when reconnecting.
My guess was that this would be somehow related to the MAC address. But changing the MAC address to strictly static in the NetworkManager settings didn't resolve the issue.

Maybe it is worth noting that I'm having the same issue both under Arch and Debian/ Respbian as I have recently set up my Raspberry Pi as wifi router/ hotpot, also using NetworkManager.

Any idea what could be the cause of this and how I could fix this issue?
Best regards.

This may be out of your control, it could have been set up for any IP lease to time out after an hour at the access point itself..

After client log out, the client information that AP save just last for a while, not long time.
