If you wish to provide web pages and services with a minimum of effort, then by all means choose GNU/Linux or one of the BSDs. Given a choice, I'd go that route. On the other hand, if you wish to showcase how expensive, difficult, and malware ridden and unreliable a web site can be, then by all means go with Windows.
Every year they do a survey of web sites. Most of those with their own servers are running on Linux (e.g. Amazon, ebay), a few (e.g. Netflix, Yahoo) use BSD. Those hosted on Windows generally belong to private individuals and small traders, who use hosting companies which offer a choice of platforms, probably for the benefit of customers who are a bit scared of Linux. Draw your own conclusion.

Market share for IIS has been falling precipitously this year:
While an Appeal to Popularity (argumentum ad populum) is not a valid reason, that's not the takeaway from the plummeting decline in Windows server market share, especially IIS. The takeaway is that there are many far better options which people are moving back to and, perhaps, M$ is losing the ability to twist arms. The interesting point in the survey is that there is a lot of "Other". That would include Flask, but I wonder what else.
Edit: I should have noted the OP handle before spending time on a reply.
