Java script is a language / spec, not a program. This is found with a simple search.
There are some open source Captcha's and some that aren't. So you can try to figure out which ones they use and then go from there. Is Linux Questions self hosted or is it on a provider? Does the provider control it or do the forum admins? This part of your question may be pointless. While there are quite a few people that go out of their way to avoid anything closed they are relatively small in number. The majority will make compromises as needed if it's reasonable. If it is run on a provider that manages that part of it then it's a safe bet that it will stay the way it is. Migrating something that big isn't just a point and click endeavor. There needs to be a tangible good reason for it with some type of payback or it simply won't happen. If you want to pay for that migration then go nuts, they might accept it. The real world doesn't run well on philosophy alone. If one wishes to limit their information and help resources based on this philosophy then they will be alone on an island with zero help of any kind.

This is just a variation of the currently ongoing Cloudflare "security feature" desaster.
FWIW, I agree that javascript should not be required only to satisfy Cloudflare's snooping desires, triggered by harmless code snippets, since LQ otherwise runs perfectly fine without it. But I hear that even users that do allow js by default have problems with it.

I've been running through a local MiTM squid proxy for myself in the last week or so and LQ.org is the only site that gives me problems really. I have had to do the Captcha thing 2-3 times in a row before it lets me in, stuff like that. That's if it even lets me get to the actual Captcha. Last night I had to remove the proxy from my /etc/environment because I couldn't even get past the "verify you are human" check. Cloudflare sucks.
